BCWD completed a review of its regulatory program from 2024 – 2025 in collaboration with partners and presented recommendations related to rules, processes, and outreach and information to its board. The following updates share where BCWD is at with implementing the recommended actions.
Rules
BCWD is in the process of finalizing its 2027-2036 Watershed Management Plan. As part of the plan’s implementation, BCWD intends to begin the rule review and revision process in 2027, where partners and stakeholders will have more opportunities to provide feedback. This will also include a review of the permit fee structure.
Processes
Online Application
BCWD created an online permit application through Smartsheet, which can be found at bcwd.org/permit-application/. By creating a free account, applicants can view their permit information, communicate with staff, and upload additional documents.
Online Payment
Online payment by credit card is now available through Square by requesting an invoice link. Online payments will include a 3% processing fee.
Outreach and Information
Outreach Opportunities
BCWD has identified a few priority audiences for education and outreach in the 2027-2036 Watershed Management Plan, including developers, homeowners’ associations, and engineers. Staff has also begun working to have more regular interaction with its communities.

These are in development and will hopefully be completed soon. They will also be updated as needed through the rule revision process.
Website
The Permitting section of BCWD’s website has been reformatted and updated to include additional information and improve user experience. This includes the addition of frequently asked questions (FAQs) and templates (with more to be created and added). All can be accessed at bcwd.org/permitting/.
Annual Reports
BCWD’s annual report has a section on regulations, which includes the number of approved permits, approved variances, and notices of probable violation. Annual reports can be found at bcwd.org/annual-reports/.
Newsletters
The 2025 and 2026 newsletters had a section tying in the BCWD regulatory program with the newsletter theme. Newsletters can be found at bcwd.org/newsletters/.
