The BCWD permits a variety of different projects in the watershed, from single-family homes to commercial or residential developments to roads. Depending on the project type and rules triggered, some permits can be approved by the district administrator while others must go to the board of managers for approval. Our staff conducts routine inspections of construction sites for all permit types to ensure standards are met through project completion.
Homeowner Permitting
Primary Triggers
- Disturb 5,000+ square feet
- Fill and/or excavate 50+ cubic yards
- Add or reconstruct hard surfaces - if property total will be 10,000+ square feet of hard surfaces INCLUDING GRAVEL (house, driveway, garage/outbuildings, pool/sport areas, etc.)
If a construction project meets all applicable rules and pays the required application fees, the permit is reviewed by staff for final approval. Only variance requests are required to go to the BCWD Board for approval.
Development/Commercial Permitting
Commercial and residential development projects trigger a range of rules depending on the project size and location.
If a construction project meets all applicable rules and pays any required application fees, the construction permit is reviewed by the BCWD Board of Managers for final approval. If the permit only triggers erosion control, the administrator can approve.
Linear Permitting
Common Triggers
- Creates 1+ acres of new and/or reconstructed impervious surfaces or
- Creates 6,000+ square feet of new and/or reconstructed impervious surface within the surface water contributing area of a groundwater-dependent natural resource.
