The templates and forms provided are intended to help applicants meet permit requirements more efficiently and save time on document preparation. They also offer examples of language that meets BCWD standards, though their use is not required.
Applicants should prepare and submit documents that reflect the specific details of their projects. We encourage consulting with your own legal and other professional advisors to ensure that all submitted materials meet BCWD permit conditions.

*Atlas 14 rainfall precipitation frequency estimates are readily available online via the National Ocean and Atmospheric Administration Hydrometeorological Design Studies Center. While the online interactive browser enables a designer to create location-specific rainfall files, the creation of individual rainfall files can result in additional back-and-forth between the reviewer and project engineer to obtain those along with the modeling documentation. Therefore, BCWD developed standardized rainfall files for the applicant to use in the water quantity analysis of Rule 2.0.

Permit applicants must submit a permit fee deposit calculated in accordance with the following schedule:
- Rule 2.0 Stormwater Management:
- Rule 2.2a – Land Development – Subdivision of 4 lots: $2,000
- Rule 2.2a – Land Development – Subdivision of Greater than 4 lots: $100/additional lot
- Rule 2.2b-f – All other stormwater rule applications: $3,000
- Rule 3.0 Erosion Control:
- Activities/Grading less than 1 acre: $1,000
- Activities/Grading 1.0 - 4.99 acres: $1,250
- Activities/Grading 5.0 – 19.9 acres: $1,500
- Activities/Grading 20+ acres: $2,000
- Rule 5.0 Shoreland and Streambank Alterations: $1,500
- Rule 6.0 Stream and Lake Crossings: $1,500
- Rule 7.0 Floodplain and Drainage Alterations: $500
